Did you know that Riobravo has a piece of equipment that I am sure can do the job. It is similar to his dig boat. The craft can handle the whole ship at one time and if required he has larger equipment.
The way I am looking at this project is to DEMUCK the ship as it is being raised. This will take care of 80% of the weight caused by the mud.
Of course this is just my thinking and I am not the expert and I do not claim to be .
I am a long way from doing this but plans have to be made regardless.

I have given your idea about getting a LEASE from the State of Florida but not to raise Sea Horses but to harvest OYSTERS. That is CORRECT- HARVEST OYSTERS.
You can see from the Google scan that there are plenty of oyster beds in this scan among other things .
Now all I have to do is learn how to harvest oysters or at least be able to talk like I know what I am doing :P .
I will start by hanging around Oyster Farmers to start with.
