Fancy Shoe Clip ?????

Hi Folks, I've never been able nail this one down definitively. It was found at a late 1800's early 1900's location. It's about 1 3/4 inch long and 1 1/4 inch tall. It snaps shut with just a springless friction type action. Its fancy front appears to made of copper that shows traces of a gold colored plating. Any ideas ?
