Eyeball find on Fraser River

While walking the dog along the north arm of the Fraser in Vancouver we saw this brass object in the sand near the tide line. The river is very busy there near the mouth with log booms, tugs, barges and commercial fishing boats all hard at work. It is about 2" by 1" and 1" high, with two small flaps/doors hinged with cotter pins.

With that narrow channel on one side, it makes me think of a windshield mounting bracket from an old wood frame boat. The little rectangle slots might be for straps for the removable top.

But I'm just guessing...

I'm leaning towards it being a vent of some kind, maybe for an engine, as the doors only open about 20°.
