NO, it is the people controling them do, just like guns, which are also inanimate objects....
I just don't understand the obsession with an inanimate object?? Drone, helicopter, plane, who cares. It's just an inanimate object. Why all the talk and fear of the big bad drone??

Fearing the "black helicopter" got a little old so now the new boogeyman is the "drone". I guess it's got a scary "new technology" ring to it for the conspiracy nuts to rally around.
I'm always up for helping a new conspiracy theory to get going.
