✅ SOLVED Creepy Old Hand Carved Toy? Franz Carl Weber? What does it do?

I found information on google that says Franz Carl Weber is a toy maker in Zurich.
But I don't see anything that looks like this - not quite sure what this little man is or what he's used for -- Its pretty small and very light (about 2 3/4" tall x 2 1/4 width) looks hand carved & painted. I was hoping someone might have some idea of this items age or even know what it is.
