Crack pipe?

Not sure what the heck this is. It's 2.5" long, it weighs 13g, and it has a bowl at the top where it looks like something would go. Maybe a whistle too. Very confusing, so any help is greatly appreciated!

If the cops caught you say its something you dug up its just a mistamenar (sp?) But if it has no residue its fine as long as you don't live in Florida. If it does doubt the cop would arrest you its usually just a bs charge.
