Our trusty comrades in the State Department are paying the Hondurans to seize weapons, to wit:
"TEGUCIGALPA - On April 7, Ambassador Lisa Kubiske and the President of Honduras Juan Orlando Hernandez attended the inauguration of the new Intelligence and Special Security Response Groups Unit (TIGRES).
The TIGRES Program was launched by the Government of Honduras to improve public security by combating organized crime. Nine instructors from the U.S. Army Special Forces and ten instructors from the elite Colombian National Police Jungla were assigned to train 105 students of the TIGRES program for a period of 12 weeks.
The training includes patrolling, land navigation, first aid, air mobile operations, marksmanship, operations planning, close quarters combat, human rights, evidence handling, survival training, and mountaineering.
To date, the U.S. Government has provided US$ 1 million in assistance to the TIGRES Program, as another example of U.S. cooperation in the fight against transnational organized crime."

Without violating previous non-disclosures, I can tell you that Aqua Quest was not in Honduras to steal anything. Quite the contrary. If, in fact, Bob Mayne notified Honduras IN ADVANCE that he was en route, carrying weapons, I would not be surprised to find out that our State Department advised Honduras to seize him and his boat.

At the ceremony, the Ambassador and representatives of the Honduran government and NGOs presided over the donation of one of two hydraulic weapons destruction cutting shears donated by the U.S. Government to the Honduran Armed Forces and Honduran National Police.The Vice-Minister of Security Jose Lima Bueso, the Director of Honduran National Police General Ramon Sabillon, the Director of Organizations, Operations and Crisis Management, Brigadier General Carlos Puerto Funez, Commander of CALFFAA Colonel Elvin Noe Corea Corea, Director of Prosecutor Rolando Argueta, Director of CONADEH Roberto Herrera Caceres, and Director of CIPRODEH Wilfredo Mendez also participated in the inauguration at the Logistic Military Command Center in Tegucigalpa.
The donation of the weapons cutters is a vital component of the weapons destruction program funded by the U.S. Government and implemented by MAG International, a British non-governmental organization that has conducted arms and ammunition management and destruction projects across Africa and Central America. The program includes the destruction of excess or unserviceable weapons and munitions, upgraded security at Honduran weapons storage sites, and training for the Honduran National Police, Armed Forces, and the Public Ministry.
The two cutter systems have the capacity to destroy over 50,000 weapons each. The weapons cutters will allow the Honduran government to greatly reduce the number of excess of weapons that the National Police, Armed Forces, and Public Ministry have in their storage sites.
Civil society groups will also plan an active role in the program with groups like CONADEH and CIPRODEH assisting with monitoring of the weapons destruction program. "
