I agree on the private casting part. 16KT is very unusual in the US. All gold jewelery cast in the US is required by law to have a KT marking stamped into it. Also, the ring looks very small, at least compared to the fingers in the picture. Perhaps for a child or small woman?

The identification of the ring as 16KT gold is unusual. Most gold is 10KT, 12KT (50%) 14KT, or 18KT. The higher the karat, the softer the jewelery is going to be. Most jewelery is not higher than 18KT, as it bends too easily. I'm going to do more research.

I have a very similar ring that belonged to my great great grandfather. The snake and the lizard are almost identical. My ring is very worn. The signet was a cameo that was unfortunately worn into obscurity. I would be grateful for any information you were able to gather about the origin or symbolism of your ring. Thanks!
