Canadian General service locket?

[Broncox Vernon BC]

Does anyone know the age of this locket ?
It took about 1/2 hour to open it.......without damage!
It looks like a 21 inscribed inside
I found it at my old Elementary School along with a 42,54 and 57 Canadian pennies...........not in the same hole!, just in the same area
Any help on the ID would be appreciated.
I will be going back there again!
