Hard to tell for me as well...the wheel could be a flywheel off an old Fairbanks Morse engine. Such engines ranged from little 2 HP guys up to larger models that powered tender/repair cars on railroads or powering an oil derrick. The other piece could be a guide piece from the same machine or a blade guard from old school machinery (vintage tablesaw comes to mind)
