can anyone identify this small cannon?

I mean the difference between something intended as proper working signal usually bigger and plainer and made of cast iron and something made as a special item or toy. But they both can be fired.
 

I know some places in europe use to have similar cannon to scare pest(birds,wild boar) but in that case the decorations may me think it must have been "on sight" so maybe as suggested a signal cannon

Was it clogged with "solder" type substance ?
 

This may have done years ago due to "trade" or import into a country...
Without touch hole... it is rendered as "decorative" and no longer cannon...
This allows it to be transported...
was a "loophole" to import / transport into an area that has "ban" on this item being "sold" or taken into certain countries etc.

BTW... JFYI...
This cannon DOES NOT fire a "projectile"...
It would have been loaded with powder ... then a wad of cloth or the likes would be mashed down on top.
Do not attempt to fire items.
Sides CAN... "give way" and send shrapnel from exploding cannon in every direction...
Killing or maiming anyone in close proximity...
This cannon CAN be fired... just DO NOT try to "shoot" anything from it.
It is not meant to do this... it is meant to "make noise" only.

Also Don't fill all the way... I would not put more than one inch of powder max...
And would test with lesssss than more.
IF so desired.

NEVER use smokeless powder it!
It may be a small scale mortar replica.
The hallmark might help i.d..
Was leaning towards Europe and/but computer needs to do a delayed update.
But neat item!
Treat it like a pistol till you can prove firearm laws pertaining to cannon/mortar in your location.
Did not find anything too similar by searching signal cannons from different countries.
Not saying the linked one is related other than similar, but quite different, shape.
Looking for country of pattern origin might not be the best way to go.........
