Back says Horstmann phila. Can’t find any info with that back matching dates. It’s smaller like a cuff button 6CA91543-FBED-48D6-BA97-EB5074030C22.jpeg

Your US Army "Great Seal" uniform button appears to have what button-collectors call "black finish" on its front. That dates it to the mid-1910s to 1923., when the US Quartermaster discontinued the use of black-finish. It was intended to keep shiny brass buttons from giving away a hidden soldier's location during combat.
