The item you have shown, is the face portion of a two-piece coat button. The back, most likely was originally made of thin sheet iron, possibly with a japanned or tinned surface, and has long since rusted away. The eagle design copies the basic detail of US military buttons in use through much of the 19th Century, known as General Staff type buttons, for officers of rank. The actual true military issue General Staff buttons, were constructed of higher quality with better die-work detail, and comprised of three main pieces (the button face and the button back, held together by an outer crimp ring along the rim lip). The style described being known as three-piece buttons among collectors. This button that we see here, while having a similar shape to the three-piece buttons, is in fact what is known as a "false three-piece" style, exhibiting a flared rim, yet no outer connecting ring.

Apparently these false three-piece General Staff style eagle buttons, were intended for civilian use on coats during the late 1800's through early 1900's, as they tend to surface primarily in context of non-military sites of the era.
