IronSpike nailed the ID of the "Navy" button ...it is indeed a "Fashion" button... in this case, a Civilian-usage imitation of the US Navy button emblem.

The eagle-with-shield-on-a-lined-background button's "construction" (2-piece, flat face, with no rim/border around the encircling stars) shows that it too is a "Fashion" imitation ...in this case, an imitation of the 1830-to-1901 US Army General Staff Officer button.

As stated, the first one is an old fashion button. It depicts an eagle, anchor and 3 cannonballs but there are no Navy buttons that look like this. Its pure fashion. Id call it a fashion button in a Navy motiff. :D

The second one looks like an imitation/latter reproduction of the US Army General Staff button as stated..
The back looks like a modern (post 1900) self shank..

Here is a US Navy button to compare the differences. The large ring on your anchor is a dead giveaway.

As stated, fashion buttons. The company has been around for 125 years, and may have 125 variations of the same button. I have two, and another poster had a similar one. Mine had 11 stars. I was really wondering about the information until someone told me to go to Joann's. I sucked it up, and mingled with the sewing ladies, and sure enough, a card of 3 for a buck ninety nine. Try it for yourself. Mine had been in the ground for so long, it was disintegrating.

Both designs have been in use for over 100 years. You can still buy the Navy looking design like Digger said.
