the eagle seems to be identical to what is on the capped bust coins of the early 1800s

All early 1800's. Rich colour with the British spelling indicates that those were made in England. And although I can't quite make out the eagle, this was common to U.S. made buttons for about 15 years following the War of 1812, to differentiate them from the British, who were of course not in favor during this period.

Thanks nhbens, it had me scratching my head with the English spelling of colour and the American eagle,

The eagle with the magnifying glass is the same eagle that first appears in 1807 Capped bust coins that ended 1837.
