Bunker Hill Lead Ingot Found, Any Ideas?

Biggest lead find for me and my Simplex. Research says its a paperweight with pen holder (tapered hole), ... I'm not convinced. It reads, "BUNKER HILL PAT'D" on the top and on the side it reads "SEAL OF LEAD INDUSTRIES APPROVAL". It weights 5 pounds. Seems to have a 'finish' of some sort on it, not sure if its paint.

Their paperweights seems to be far more ornate and of objects.
That bottom seems to imply some official weight of measure.
But maybe it is a pen holder? Certainly an odd one, if so.
