Looks to be a broken spanner wrench. Here’s a sample. There were many styles/sizes made for various applications.

I’ll disagree. While the “tabs” on the end resemble what you have pictured, the find is brass. While some (very limited) tools are brass most are not. Those tabs, along with the hollow type back say (to me) that it was something decorative pinned to something else.

You may be right, but don’t discount brass tools. They were often required in areas of potential flammability. This is because they are “non-sparking”. Oil fields, natural gas, solvents, etc.
