welcome tinkerwell and congrats to your friend!

I can't explain it because I've never seen anything like it. I've poured over the photos and don't see anything that doesn't look like native rock. Perhaps at one time it showed some tool marks but was in the river for a very long time. I knew an old man, growing up, that made fake artifacts. He would put them in the springhouse tank for a year or more and they'd get really smooth and aged looking. Tell us more about what the archie said.

The way that it is stylized is not unlike some Inuit carvings, but that would be a long way to travel.

I as thinking the same thing because it has more of an appearance to a Polar Bear. While separated by some distance, it is not hard to believe that the tribe of the individual that lost the effigy may have traded with tribes of British Columbia or they were much closer once but migrated Southward due for more favorable weather or food (game).
 

no I do not how long it was there but this river is known to flood yearly.

My guess is that it's fired clay. But it's hard to say not holding it. Looks good to me, congrats and welcome...d2
