Beaded winged lead seal?

Dug this soft lead piece, when found the wings were folded back.
Open end of bag placed through hole, then wings bent to seal it ?
about 2-1/2" across.

I am going to say sack seal for now also...some of the older ones were very ornate

I would say with the hole that it is infact a Cloth Seal
