What you've got there, I think, is a small part from a bicycle. Specifically, a bicycle made by the Crescent-American Bicycle Company in Chicago.

What part it is, however...beats me.

looks like the backing plate for a reflector or light from a bicycle, had something like that but in plastic on one of my old ones

OK, dumb, question, why do you tell us it's not brass? It looks greenish in pics. What brings you to the conclusion it''s not brass? This might help in IDing item.

Looks like some type of tie down to me. Thread a small rope through it and it keeps it from slipping? M ??? nty

That my friends is a piece from a harness. it goes over the butt end of the mule/horse and your harness straps run through it to keep them together.

Look up harness equipment and see what i am talking about.

That is what my husband says it is. I have seen one of those things before but I just can't remember where or what use it had. sorry

Carolyn... are you saying it's part of a driving harness?

Can you find a picture of this in use for us to see?
