It appears that there is a taper to it which to me suggests it is a plug/stopper/bung to something cinched Ito place by tightening the thumb screw.

Reminds me of the back of one of those old hand squeeze hose nozzles....but I don't think that's what it is.

I think you may be very close. Maybe the insides of an old kitchen sink side/hand sprayer?

DCMatt is on the right track. Your find is definitely an "adjustable" lawn-&-garden sprayer. The knurled knob lets you set the spray pattern and the "flow rate." I'm certain about the ID because I own one.
