I think I posted this a long time ago maybe maybe not . I have two of them . It looks like the dial end is threaded and turns through. Any thoughts?

It appears that there is a taper to it which to me suggests it is a plug/stopper/bung to something cinched Ito place by tightening the thumb screw.
