A tin man with rings through hands

Please does anyone have any clues of this it's made of Tin has a loop on the top as well please any feed back is very helpful that thank you every for being so welcoming 😃

Hope someone can ID this for you as I'm curious especially about the rings through the hands. Never seen anything like this item.

Farm hand and a rainy day would be my guess. ha ha:dontknow:
 

If you were to unfold the bends I think it might be a type of float, like the kind in toilets,it would be interesting to see it that way, it might be easier to I.D.

As stated in the other post, look carefully for a small hallmark as this is silver, not tin.

The 2 legs look as though they had been crimped on another pipe at some time and the rivet and strap would suggest it was attached to something to be held in place it looks plumbing related or maybe steam related. Do you have any clues you can give as where found (yard ,park,farm,industrial area.)Also have you found anything you can age so we can have a rough era it is from.
 

Folk Art of some sort maybe?
