2nd ever "7 out of 8" serial number!

Got a 2004 $20 FRN with the serial # EA08888888E in my change yesterday. (Sorry I can't post a pic). Is the 50x-face rule pretty reliable? Did I find a potential $1000 bill? It's got some wear issues down the center and someone scribbled "INS" on the back. Any expert opinions?

the fifty times face would apply to one dollar bills. The number would be much smaller for larger face values. Here is contact information for a large dealer who advertises to buy paper money solids, repeaters, binaries and radars. I've seen his ads for years but I've never sold paper money to a dealer. I sell locally to collectors. I sold these on ebay back in Dec. I got from what I remember $150 for them as a lot. Not bad, I paid $50
bucks each for them.
