It's either a dug coin or it was in water for some time.
 

No mint mark, but lots of zinc rot!
 

Remember those copper-plated zinc cents work like an anode when the copper surface is compromised.
The zinc will "blister" and then dissolve from under the copper plating.

Zinc is used as an anode when dissimilar metals come into contact with each other, like outboards and water heaters.
