Whistle, pool pass, tags & mystery Sterling

Hitting a new dot in the 1910 map. First find I believe is a WW2 whistle, strange but sort of cool.
Found a pendant that was identified as a coin holder, went back to find the coin, no dice. Here's everything. First metal pool pass this year, not very old but this dot is in a popular park so lots of new mixed with old. Any ideas on what this sterling silver thing is? It's some kind of silver sleeve over iron, seems old. Pipe stem? Cane tip? Help!

I can see the internals not being silver.
