First thing that comes to mind is an antique cable gripper, but I don't know if there is such a thing? Maybe used to stretch a wire fence :dontknow: Could be it's missing some pieces and that's why it was chucked in a hole? As for a "what is it" It's a good one that I give an A rating. Well worth you posting it and hope to see it solved. Thanks!

I like the fence stretcher idea, looks like a single strand of barbed wire would fit in the groove and pinch down tight.
