Some sort of decorative tile maybe with the edges eroded? Or one funky looking open face sandwich.

The two blue areas are a hoof print like a deer would leave or some other type of hoofed animal. So I would think it was a decorative tile. But who knows how it ended up where you found it. Although a lot of people are painting rocks and leaving in places for people to find so it could be something like that.

Found this in a dry creek bed near clear lake in California. The area is known for its native American history. What is this? Its an inlay of some sort...

Which "Clear Lake" are you talking about? You do know there are two of the aforementioned. Also, it appears to me as something modern. JMHO...still kinda cool!

The clear lake in Lake county. Its northern california near sacramento. Very remote area. I found it on BLM land. No houses around for miles and miles.

California has and had a lot of Artesian Communities. Could have come out of one of them. Another ideal is it could be part of a four piece tile set. With the flower or some other design spread out over four tiles.

As to why or how things end up where they do? Humanity, we travel around taking things with us and lose them along the way. Also while it might have been intended to be a tile, it could have been used as a drink coaster or anything else. I have one around here that I use just for that reason, In fact my coffee cup is sitting on it right now......
