Definetly a Car Hood ornament. They are often made from pot metal and the foil stuff is the chrome peeling off.

If it is peeling badly, it COULD be "Korean War Chrome". During the Korean war nickle, typically used in the chroming process, went to the war effort. ALL auto manufacturers tried using copper to replace the nickle. It didn't work well and the chrome began peeling off after just two or three years. I have a 1952 Chevrolet and have been working for some years to adapt 1951 Chevy parts on to my '52 to replace the poorly chromed parts.

Just a thought to try to narrow the age for you... Korean war chrome was used in 1952 & 1953.

The closest I could find is a 1933 Oldsmobile hood ornament, but it's still not an exact match, tail is a little longer compared to the wings, the wings at the body are a bit different and thinner, but it mounts very much the same as the one you found, it has a base plate and a single mounting point to the plate.
