Yes, it is a broad axe for squaring logs.

If you look at the cutting edge, only one side should be sharpened. Do not try to sharpen both sides, but you prolly knew that already.

Value? Check ebay. That'll give you an approximate value. Back when the economy was booming, a good quality broad axe with a nice handle was bringing $100 or so at many places.
