I'm guessing it is a rock pick with the tip broken off, maybe made by a blacksmith.

The iron in side, is hammered metal, you can see the sheets, its very fascinating

I thought it was as well, the old Forge in Ottawa, is probably who made this. Some i showed are saying hammer for tieing log rafts together, My thinking is maybe a logger had it to chip ice away from the logs

I changed my mind and I am fairly certain you have a saw blade setting/swaging hammer, I could not find a picture of one except for this which looks like a wedge that would attach to the wooden holder that could be clamped in a vise. Your hammer could have been held by hand and struck with a different hammer or could have just been swung free handed with the saw tooth placed over a form in order to get the correct set for each tooth.

Because of the layers in the metal I think your hammer is made out of wrought iron, which would add to the cool factor in my book. Awesome find if that is the type of hammer you have.
