Any one have any thoughts on what it might be? Kind of looks like a cuff link but why would it have a date on it? It looks like black onyx stone.

The date is given as November 10, 1875 but no patents were granted that day. Patents take their date from publication in the Patents Bulletin, which has traditionally been published on a Tuesday. I believe the date is November 16, which was a Tuesday and that both items are using adaptations of the mechanism patented by Williams, Cook & Cline as "Fastenings for Buttons & C", which could be applicable to cufflinks or studs as well as buttons:
