Possible. Beach glass typically has air bubbles and is scratched by quartz.

Quartz pebbles. They come down the Delaware river and some are GORGEOUS. I have some from the Delaware beaches also. Some are so clear they could be faceted. Nice finds, hard to get that clear.

I agree it looks like its a quartz pebble. As EU pointed out glass usually has air bubbles. A hardness test would put that to bed. Also as smoky says its difficult to find good clear specimens.
