Can you read any of the writing? The logo in the middle shows a magician's hat, but I can't make out any words.

Whatever it is has the 94th aero Squadron (fighter squadron) logo.

Maybe some type of sight glass for checking oil level on some motor....just a wild guess.

Hard to make out any words, maybe "meter" and some numbers. My wife thinks it is the top of a handle that you pour draught beer with

I saw the word "Meter" and maybe some patent dates on the top also. And the "hat in the ring" 94th Aero Squadron (WW1) emblem in the center too. Maybe a trench art paperweight? Sub 8-)

noticed it has flat head screws, not sure those would be used for a modern
tap handle, does it have a hole for the stem

Interestingly then, it is likely from 1921-27 Rickenbacker motor car. Rickenbacker flew with the 94th and used their logo. The dates I mention was the extent of their operations, I believe.

I agree Moto meter This one I believe made by Boyce.
Rickenbacker is a very strong possibility. I see the O and Meter consistent with Boyce lettering. Boyce would be in smaller print not visible (behind damage). THey made these meters as an add on And put everyones logos on them from MG and Citroen to Ford and Chevy. The Patent date looks like Dec 10, 1918 which would be consistent with their early patents. THe Hat in the ring logo is one I have Never seen nor can I find it on the web for boyce logos. It is Rare. I would restore it or at least remove the glass for a better view. NICE!
