Doesnt look like a collar brass. I go with the bell. It would help to post a side view so we can see the height of the dome. Hard to tell.i believe it is the remains of WWII army enlisted mens collar brass...should be crossed rifles or cannon on the piece, the rivet is a screw to hold the pin to the back, the insigna on the front.
the army used that severe dome during the war, later pieces were flat.
