That recovered emblem the OP found, that oval chunk of metal with VCF in the middle, that's from a highway construction ship.
VCF stands for Vogon Construction Fleet.
Humans can't handle seeing a Vogon!
When they do, their minds are so shocked by the sight of a Vogon or their ships that their minds write off what it just seen as a hallucination and then it becomes just another S.E.P.
