✅ SOLVED What is this? A magic wand? LOL!

My sister actually found this in one of my gypsy dump site that I frequent. We have no clue. Kinda reminds me of a mechanical pensil, but really fancy.... Let me know what you think? Has what looks like a blue gemstone on the end, which I am almost sure is glass, and it seems to be made of copper or brass. (Leaning more towards copper.) Any info thanks in advance!
