By the looks of the drawers/pockets sloping to the front I would guess that it maybe a change box or for beads or marbles.

could be a chest to hold Chinese gambling mother of pearl gaming counters, but that would be from the 1700s
the chest looks modern
another issue is that its stamped China, import item?

Not cloissone which has enamel fired in wire formed cells. It is really champleve where enamel is merely applied in a background of cast or repousse metal. Champleve is much cheaper than cloisonne to make and costs a lot less retail.
