What is it???

I have an arrowhead of some sort, in all my research I cant find anything like it only due to the fact the arrowhead has an indention in the center where others are flat or raised. Please help. Also I have what appears to be some sort of edged tool not sure what it is.

It's more like a garden hand trowel, the wooden handle has rotted away.
