It's possible that the two holes are for nails. Is it thin like a tag?

its kind of thin but not so were you could bend it a and its a bit of bow shape in the back. thanks for the reply

Hi I'm not certain but might I suggest an emblem for a cane. The bowed back would make it similary to others I have seen from europe on hiking canes. Looks perhaps 1870s'. Jake

Looks close to the same design as on a, " Great Seal Button", if I'm not mistaken...

The bowed back could be so it does not snag on something and pull off on the sides.

Looks like it came off a walking cane. I have seen many of them here in Germany. Vern

Not sure of the proper term but house builders long ago sometimes tacked a small medal insignia on the newel post at the bottom of the main staircase. It was to signify that the house was built according to specs with no shortcuts. Something like an integrity mark.

Just a guess.
