They are both wrong it is a broken battery terminal
It's actually a broken aftermarket replacement battery cable terminal. Factory ones are soldered or crimped to the cable, not bolted on. Your's also looks to be made of brass instead of lead, but that may just be the photo.Actually everyone is wrong. It is a broken car battery cable terminal.
