I don't think so, southern va.s not that cold and it appears to be broken off at the larger back end.
I did notice the first upright piece is wider than the bigger vertical and wider that the smaller vertical piece. Odd.

Just A Suggestion!

Would it be possible to get rid of some of that rust to see if there are any markings underneath?

My Recipe:

Warning: only perform in well ventilated and secure area, follow all environmental and safety protocols!

Place metal part in shallow pan and cover with undiluted Lysol Blue Toilet Bowl Cleaner.

Leave overnight

Morning rinse

Repeat if necessary.
