Looks like one of those old fancy Cobalt Avon bottles.

Looks like a sewing machine oil bottle.
I have not seen any with the embellishments, but the plain ones go for about $5.00

It's a machine made bottle. I've seen several examples. I believe they were ladies hair oil or permanent wave applicator bottles, popular in the days of marcelled hair. Not much in the value department, but a nice curiosity.
