What do you suppose this went to?

Found this item at the beach today. The thumb screw is threaded into a square nut, and has a rubber "O" ring around it. Probably something common that I just haven't seen yet!

That's usually a 1/4-20 thread, and this looks much smaller (and finer threads) than that.

Yeah, way smaller than 1/4-20. For either opinion, I don't see the need for an "O" ring seal....?
