What do ya think of this image on a $20

This stamp appears that it is below the yellow ink that says 20. I had a local dealer look at it and he agreed with me but couldn't tell me what to do next. All he said was to bring it to the next coin show and we will have other dealers look at it. I dont know if or when I will be able to go to a show since the shows are a long way away from my home. What do you all think of this? Any idea on the value for this if the image is below the ink?

Nope. It looks to me like it was stamped after the printing process.

It also looks like arabic?
 

I agree with Jim. There are many different types of after printing designs rubber stamped on bills. Everything from the "Where's George," or bank tellers, using their teller number stamp, stamping a stack of bundled bills that they have counted and verified to possibly applications of nefarious nature.
Since I don't read or speak the Middle Eastern languages, I have no idea what it says or means.
Perhaps someone will come upon this thread who does or knows someone who does.
I believe I've seen the same symbol/writing myself.

Also commonly referred to as a 'chop mark,' done when a currency exchange verifies authenticity of a note. They will put their unique mark on a note after verification. Also common on old Trade Dollars. You'll see them on $100s and $50s mostly. And no, it's not below the yellow print.
