I can't say much because I ain't that smart and I cannot even pretend to interpret whats going on there now. However, when I lived in SC the county, State and National areas were definately off limits. If you got caught digging in a county park they treated you like a wild life poacher and could seize your equipment to include vehicle and impose a hefty fine. I stuck to private property with permission and the "public" beach.
It'll be interesting for sure to see how this works out, as it will probably resonante throughout the Country.
