there Are 3 Possbilities I can Think of.

All Different You Tubers or TV Stations.

Striping the dirt? Won't last a month. Those skinny lanes are like 8 ft wide at best.

Yep The Lines Should Have come last Also.
They got a Lot of work Yet ,New Blacktop till the are Done. Including guide Rails or drivers will end up off the road & Maybe in the U Ditch , Plus the Moutain Side is Loaded with Spring in the Heavy Rain & The Area Is Prone to Landslids &
Eartquake Faults. They are going to install "Earth Nails" {Long Pipes Driven into the Ground )to Stop the Landslides
