Like kuger said the first pic is a Federal Duck Stamp that needs to be purchased to shoot ducks.

The later pics of your find appear to be a copper printing plate. I havent the capability to research it but because its the very first duck stamp issued, this print plate may be a valuable find.

I wonder how many were made? You may want to contact the National Duck Stamp

Let us say that this is a printing plate. Public Law 98-369 says that you can make “authorized” color and black and white reproductions of migratory bird hunting stamps but they must be less than three-fourths or at least one-and-one-half times the linear size of the actual stamp.

AA battery, is the plate smaller or larger then the original stamp?

If it is an exact duplicate, you may have an original printing plate or a plate that was produced to make forgeries. If it is an original printing plate it would be the property of the United States Department of Agriculture.

To be on the safe side, I would contact the United States Department of Agriculture (USDA) to see if you can own it.

But (if I'm seeing it right) its not a reverse of the actual stamp, which would be needed to then make stamps with. Or is there a step they do that requires something like this?

I don’t know. Yesterday I asked if the plate was in reverse before he posted the pictures, but I never got an answer. Perhaps AA battery can tell us if he reversed the photos for clarity sake. If he would give us actual measurements….. Maybe it’s a brass plate that adorned a cigar box….some of those were glued on, so they plate would not have attachment holes.

Requests for models reached the Bureau on April 25, 1934, and A. W. Hall, Bureau director, submitted models I and II to the Post Office Department on May 23, 1934. the "stamp" is a federal duck hunting stamp ( which was required to be bought to legally hunt ducks --there are also "state duck hunting stamps" that were required as well --- both were needed. --- the designs on these federal stamps changed yearly * places that sold " duck hunting" sporting supplies often had metal signs that were larger sized "copies" of duck stamps as "display items" in their stores --
