But didn't pull the Kid Out :dontknow: If they didn't Touch the Wire, they were safe.
The Wire Wasn't gonna attack Them ! Cowards !

From the burns on his hands it looks like he grabbed that wire..OUCH!
 

I'm thinking the yellow tape was there because of the low power line, not the kid on the ground.
Granted that might be the reason why.
But it doesn't excuse the one standing there watching it.
That part should be the question why?????

There was apparently a crowd Forming too by the sounds.
I'm Not sure if it was all Women. and These days Some people don't trust to get Involved for various reasons. Not in their Job Description.
I Can't honestly Say I would have thought to Drag him out,
But I Think I Would have walked over and tried to get movement.
If that Cop wasn't there looking on. he may have been Warning everyone to stay back in case the Wire was waiting on them to Pounce or shoot lightening :dontknow:
Views from a Distance can be Deceiving however it looks like a normal Size Car could have driven under the wire. in that Angle the wire goes Over the Car/Truck to the Right & Over the other cops Head.
So I Don't think I would have Feared the Wire.

With high voltage wires. You have a minimum approach distance. Depending on the voltage of that line, without touching it it can arc across from the line to your body
Example. Where I work (local utility) we have a 10ft minimum approach distance for a 23kv line. My guess is that’s a 4kv line which still has a few foot “mad”. If you are inside that “mad” it can jump from the line to you. Regardless I would have been in there and dragging him out

basic EMS guidelines when I was a firefighter.
1- assess the scene
2- secure the scene
3- render aid if safe to do so
4-don't become a victim yourself
the graveyards are full of dead heroes

Confined space training . Often mention of hazardous conditions ...Don't add to the body count trying to rescue a dead co worker plus other companies maint. workers).
We (A boss and co-worker) were at an educational deal .
When the topic became the type equipment a same business as ours had lost a worker in as part of a group, his former co-workers left the room.
Nothing anyone could have done for him.
Had there been onlookers , they wouldn't have changed anything either.
Until investigated there was no reason to move him. He wasn't going anywhere either.
 

10 year old hero becomes victim# 2 . chief sure stresses their immediate action a number of times.
so how were the officers not shocked to incapacity by 4000 + volts .
a whole lot of things not adding up.
