vintage barrette?

I found another "what is it?" today. It appears to be brass, has floral accents, an open center, and bears the makers name "HARMAN". The letters in HARMAN have an oriental styling. My guess is a 20th century barrette. I have struck out in searching on-line. Any ideas to help id this piece are welcome.
